Whitestem Blazingstar (Mentzelia albicaulis)
Blazing Star, Desert Stickleaf (Mentzelia multiflora)
My favorite field characteristic of this plant isn't the flowers but the leaves. Those are covered with tiny barbed hairs, especially on their undersides, giving them a Velcro-like ability to stick to clothes. When I posed a leaf on my pants leg, I inadvertently chose one that had snagged an Apache Plume seed. On the whole plants, look for white stems.
As for the flowers... I've seen bright yellow examples online, but in my part of New Mexico the petals always look white or cream-colored. Also, the local flowers tend to have only a few petals (at most) deployed at any one time. That makes for a haggard-looking flower.
